Why Are U.S. Troops Still in Iraq?

Nechirvan Barzani, who is the prime minister of the Kurdish regional government said, "Obama has said more than once that they will withdraw (American troops) in a responsible manner from Iraq." These responsibilities include resolving issues between Bagdad and the Kurdish region in Northern Iraq.

Article 140, which is part of Iraq's new constitution, says that some territorial disputes need to be settled. Some of these disputes go back to the time when Saddam Hussein kicked Kurds out of Kirkuk and resettled the region with Arabs under Arabisation policies.

Kirkuk is a province that consists of about 900,000 people. Some of these people are Arabs, Kurds, Turkmen, and Christians. It is a very ethnically mixed place. The Kurds want it attached to their autonomous region.

There are also some conflicts regarding oil contracts and a few other issues.

Under a security pact that was signed by Baghdad and Washington in November of 2008, US troops are to withdraw from Iraq by the end of 2011.
