People Need a License to Breed.

I was just discussing this with a classmate, about people drinking with babies in the womb. I found this interseting artical afterwards.

    Hmmm... A license to breed? I haven't thought of that! I think it's really smart because their are so many dead beat parents that don't deserve the right to be a parent. A license to breed, I vote yes.
