Nude Maid services offered in Texas, is this sexual exploitation or no?

In Texas when  you run a business based off of anything sexual you must get a permit and pay certain fees a year and this woman who started this business of nude maid claims she doesn't have to because she is not exploiting her employees. No touching is allowed so she thinks that justifies it. The women arrive and clean naked for $100 and hour or $150 for two maids.
